Pteryges attached to fascia ventralis?

Salvete! 

On the funerary stelae of Annaius Daverzus it looks like the pteryges are not directly connected to the cingulum, but attached to the fascia ventralis (blue)... Also it seems to me that on top of the pteryges there is a large decorative metal sheet (yellow frame).
Is this assumption possibly right? If yes - how could the sheet look like, and how was it fastened?

We discussed this on the FB forum - they're from the cinculum, as also shown in many other instances.
