Crossdressing Emperor

This guy stands in the museum of Messene (Greece). Second half fourth century, Roman emperor, says the sign; adding that the statue originally represented an Amazon or goddess. So, who is this unintentionally crossdressing emperor? Constantius II? Jovian? Valens? Theodosius? Not Julian, in any case, because he had a beard.
