Was the Macedonian military code of Amphipolis borrowing from Roman army or a product of
internal developement of Macedonian military system?

There is no reason to assume that the Macedonians had not developed military complex regulations themselves. Read this one too, if you can understand ancient Greek. It has to do with the age of the recruits and is dated at roughly the same period with the Amphipolis Decree.
