During the 3rd c. in the Danube region. The earliest Roman may be late 3rd c., from Egypt (now in the Leiden museum).

The Egyptian one is the one from Deir eil Medinah right?

Are the non-Roman ones in the Danube region from Germanic origin?

Yes they are, although the first are already visible on Trajan's Column, worn by Sarmatians.
