Referring to articles in a website

After being asked on numerous occasions for references I've put the ones I have on a few pages on my website.

How much can you you put on something like this? A brief search on the issue and this comes up, 'You may quote only limited portions of work. You may publish excerpts, not whole articles'. Is this correct? On a few occasions I've found a full article available for free as a PDF but then I find the same article being charged for access in another site.

I've contacted a few authors whose work is feely available on the internet if I can link the PDF of the whole article otherwise I just have either the abstract or I quote the particular section.

Any advice greatly appreciated!
