The Ordinarii were senior centurions, hence why they appear in Comitatenses or Palatina units more than Limitanei.

For the Late Roman legion I have an ordinarii as a senior decani, who is responsible for creating intervals in the line for the purpose of line relief. This means of the total number of decani in a legion, a small ratio of them are ranked as ordinarii. Before the Late Roman legion because of how the legion was organised and deployed this role fell to a centurion.

Anyway, that is my two cents worth.
