Very probably. I Iovia (Scythica) and II Herculia might have been the originals.

Perhaps they and the subsequent III Herculia, V Iovia and VI Herculia mentioned in the ND - and the (presumed) IV Iovia to complete the sequence - might collectively have formed the 'Joviani' and 'Herculiani'. Although VI Herc is known from tile fragments to have had ten cohorts, so these were presumably all full legions...
