I'm not convinced Vegetius was making up the number of his antique legion. He had access to works now sadly lost to us and he must have got his figures from those. I'm not suggesting that by the time he wrote his epitome that was how the legion looked, but it may be how they looked up to the time Diocletian and Constantine reformed the army.
