Caesar was commanded to return one legion by the senate. Pompey then demanded back another legion he had 'lent' Caesar some years before. Caesar was not choosing to give up a legion he could not support - he was obeying the orders of the senate and at the same time returning a unit lent as a favour which was cynically being called in at the same time.
By that time, many people in Rome (including Pompey) were concerned that Caesar had become too ambitious and might threaten the stability of the Republic. The deliberate recalling of two of his legions was purposely designed to weaken his power. He could do nothing to stop it without breaking the law, which he was not ready to do at that stage. After that, of course, he started buying up pliable politicians in order to ensure that the same thing couldn't happen to him again.
