Michael, I think you may have found the man.  It turns out he is known from an alter from Novae.  The inscription is as follows:

 I O M S...
...TILIVS GEN.../
..IL LEG XIII../
..M LEG I AD/
B COS
..SLM

This is reconstructed as in a paper I found as:

I(ovi) O(ptimo) M(aximo) S[ACR](vm)/
[C(aius) A]TILIVS GEN[IALIS?]/
[M]IL(es) LEG(ionis) XIII[I]/
[GE]M(inae) LEG(ionis) I AD(ivtricis)/
B(eneficiarivs) CO(n)S(vlaris)/
[V](otvm) S(olvit) L(ibens) M(erito)
