Ennius and the three spies?

In "Warfare in Antiquity" Delbruck tells us that the three spies story was taken from Herodotus by Ennius and passed through him into the Roman tradition and the battle of Zama.
Can anyone direct me to this link please?
I`ve been looking to translations online of book 9 by Warmington, but I`ve been unable to locate direct reference to the spies there.
