I wouldn't say they had the "worst" soldiers. They were an independent city-state though, who frequently warred in Archaic times with Athens, specifically over the island of Salamis. They alternated allegiance during the Peloponnesian Wars, at one time allying with Athens, but soon was pretty firmly on the side of Sparta and Corinth. Have you heard of the "Long Walls" of Athens? Well, Megara built a set of such walls themselves as well, modeled on the Athenian example.

Megara of the Archaic Period was a Doric state with its military organization based on the 3 tribes. In alliance with Aegina they controlled the Saronic gulf and the island of Salamina. They were the first to colonize Proporntis (Byzantioum).
Pisitratos in a daring commando raid captured Salamis severing them from Aegina and that was the begining of their decline. Their land was devastated by Xerxes but they resisted Mardonius. Their marines fought valiantly in Salamis against the Persian fleet.
Because of the devastation they could not filed enough heavy hoplites and so they suffered from Masistius horse archers in Platea and from the Theban cavalry during an impetous rush.
Their ecomomic recess was the reason for their naval colapse. Their ship rotted from want of maintenace but theit marines were instrumental in Lysandros victory at Aegos Potamoi.
