Of course it was. Just look at the competition - which, after it was finished with them, was pretty much nobody. So excepting before the First Punic War and after Manzikert, the Roman navy was a, often the, major navy of its time.

@ jc02005: This is not a topic about which you can vote. Either it was or it wasn´t. Historical facts usually are not really interested in what we think about them today. Next time you think you really need to start a thread including a poll, please first think for a fraction of a second and try to figure out why a poll should be needed.
