Of course it was. Just look at the competition - which, after it was finished with them, was pretty much nobody. So excepting before the First Punic War and after Manzikert, the Roman navy was a, often the, major navy of its time.

Next time you think you really need to start a thread including a poll, please first think for a fraction of a second and try to figure out why a poll should be needed.
