Well, that's just my justification. 
I've also read that it's likely that 5 whole vertical banks of oars would be unwieldy, but that's a topic for discussion elsewhere.
The real justification for only two banks on our Quinquireme is that animating 100 oars x 20 ships on screen plus dozens and dozens of men on the decks killing each other would make for some superlative rendering lag.
