Is there an English translation of this available at all?

Not that I'm aware of. In fact the only copy I know is that on Thesaurus Linguae Graecae (Greek or transliterated).

Ἐπὶ τοὺς πατέρας, ὦ κακαὶ κεφαλαί, τοὺς μετὰ Φιλίππου καὶ Ἀλεξάνδρου τὰ ὅλα κατειργασμένους

Wicked men, you are sinning against your fathers, who conquered the whole world under Philip and Alexander!

Are you looking for something specific or to read through the whole text? Maybe we could help?

At the moment there is a Greek text :
Alphonse Dain, Sylloge tacticorum, quae olim "Inedita Leonis Tactica" dicebatur. Société d'Édition «Les Belles Lettres»: Paris 1938.and perhaps a Latin version:

However, it is rumoured that Haldon is working on an English translation ...maybe

Well it'd follow on nicely from Dennis' recent translation of Leo's Taktika - for which Haldon is producing a critical commentary (since Dennis died earlier this year).

BTW is there an accepted (rough) date for the Sylloge Tacticorum? I have seen suggested dates from the early 900's to around 950AD.

As I understand it the originally suggested dating and authorship by Alexander, brother of Leo VI doesn't fit the internal evidence. It seems to have been compiled in the latter half of the 10th century quite possibly during the reign of Constantine VII so 950 isn't off the mark.. The Romaioi never wanting to throw the baby out with the bath water repeated what they thought they could apply in a contemporary military context and added their most current observations. For much of their history, in military matters, they adopted worlds best practice.

The text itself is roughly divided into two parts:
1) Chapters 1 to 56 utilises earlier authors and provides advice on generalship, battle formations and tactics, and siege warfare.
2) Chapters 57 to 102 covers engines of war and other mechanical constructs of use to past generals - ancient authors being the main inspiration.

Chapters 30-39 and 46-47 (which form the core of the later Praecepta Militaria) are thought to be the sections which reflect contemporary warfare of the 10th C.
