Well, the actual term is "Full-Bird" Colonel, not "Full Bird-Dog" Colonel, and yes, the insignia of an eagle is the origin of the term "Full-Bird" Colonel to distinguish it from Lieutenant Colonel, since officers of both ranks are addressed as and referred to simply as "Colonel" in conversation.
