A presumed bronze spur - advice needed

As a former professional on the water, I'm sure the object is not an oarlock. Ancient oarlocks were two heavy dowels fitted in the boat's gunnel. Metal oarlocks of today reach higher than this thing, and they are recurved so the oar will not pop out when pulled with force. Wink
