Material seems to be simple cardboard to me.

I checked through what seemed to be the relevant links, but so far have not found that photo. It could be card stock, or poster board, but it looks more flexible than that, to me anyway.

If any of the folks who were there have any patterns for the helmets, we'd like to duplicate that effort. It would work well for a similar event that is upcoming.
