Who is Online

Is there any purpose to the 'Who is Online' section of the Index page? As I post this, it says that there are 0 members and 1 guest online and then goes on to list ten members, two of whom are Moderators. What is this for?

I have another question about the 'Who is Online' section. I have noticed that sometimes I can have been online for several minutes but, when I scroll down to the bottom of the Index page, my name is not amongst those listed as being online. On other occasions, I can have been online for hardly any time at all but my name does appear. How does this come about? Does the site take a snapshot of those online at periodical intervals and then list those logged-on at that moment? I am not making a point; I am just curious.
