Is the Taranis Wheel the origin of the Celtic Cross ?

Difficult to prove, it seems at least as likely that the circle was originally an exaggerated halo around an image of Christ.

The ancient Celtic compulsion to place votive offerings in water is still very alive in Ireland - to the extent that I have seen terrapin enclosures in Dublin Zoo full of copper coins.

The halo/nimbus is also pre-christian. It first appears on eastern Celtic coins in the late Iron Age:

I've seen the 'votive offering' thing all over Europe. Don't know about other parts of the world.
