What do you mean by "staff"? A spear/pilum/javelin, the centurio's vine staff, or an equestrian-ranked officer's short ivory baton?<br>

yes, his name was "fustibalus", (from the greek "throw-staff") a sort of powered sling (longer the arm = higher the release speed), used during the Late Empire, as mentioned by Vegetius.<br>
