Ennius and the three spies?

In "Warfare in Antiquity" Delbruck tells us that the three spies story was taken from Herodotus by Ennius and passed through him into the Roman tradition and the battle of Zama.
Can anyone direct me to this link please?
I`ve been looking to translations online of book 9 by Warmington, but I`ve been unable to locate direct reference to the spies there.

I believe this is Delbruck’s personal deduction and is not support by any primary source.

I thought so too Steven, but just hoped someone had read something i`d missed - even in a modern source.

Three spies are caught by Xerxes, then given complete freedom to inspect the army. Xerxes' reasons for so doing.

Delbruk on page 382*is referencing Roman account by Ennius, of a re use of H acount of 3 spies, to three spies scipio catches. Sculard looks at this on page 234 and gives you where to look for linkage **

This is where there should be more focus and analysis on Scipio`s reasons for concealing the arrival of Massinissa.
