Consequences of the Social War

After the so-called Social War (90-88BC) Rome's Italic allies became citizens and therefore qualified for the legions, while the Roman treasury bore the cost. Rome had to look elsewhere for auxiliary troops. What about the cities that always used to supply ships for Roman fleets? Any ideas?
