Funny, I thought that I had offered five identical options.
On second thoughts, I realize that an "entrenched, self serving, unresponsive bureaucracy" may be a way to (a) combat unemployment, (b) reduce the labor reserve, (d) reduce the number of people without work, and (e) create new jobs, but at the same time is © an obstacle on the labor market. In other words, I discover they are not quite synonyms after all. And so this useless poll becomes useful after all.
