HOWEVER There have been many sightings going back to the 1940s of two Roman soldiers on the old burial ground north of Caleva (Silchester) and always in the same area.

The ladies of the 'Sealed Knot' (English Civil War) used to throw themselves on to the floor whenever the Ermine Street Guard marched past at the multi period events at Kirby Hall, so they could look up the tunics!
Hard to tell from the photograph but the 'ghost' appears to be wearing a doublet, hose and a ruff to me. So obviously the media idea of Roman costume

Not convinced, but looking at the people involved I doubt it's a deliberate fake; more a technical glitch or an optical abberation that happens to have a human like shape. It also tracks very well with the background, and even increases in luminosity when the sun gets a bit brighter.
I think what you're referring to as the ruff is the shoulder guard, though.
added: A guy on a ghost forum says he's seen the footage at full resolution, and the ghost shifts against the background, so it could be a number of things, including a hoax.

Hmmn, I don't know, there are too many cliches I think.
First of all it was actually filmed rather than just sighted. Secondly passers by actually walking through it? I don't buy it...
And does it really resemble a roman soldier? As far as we know the person who spotted it claims this based on his own perception of what a roman soldier actually looked like when in reality if it is a ghost it could be from any other time period. The only thing there that reminds me of a legionary is perhaps the shoulder guard (from a seg maybe?) and possible feminalia? And is he wearing a hat?
