are the images already single pdf-files or still *.jpg, *.bmp, whatsoever ... ?
If the latter I suggest putting all the single image-files in a common word-document (or open office if you like ;-) ) ), write a preface and then transform the whole thing with FreePDF XP into a single pdf. there is an built in output-quality-option.
In the first case the programm can join different pdf's into one as well.

FreePDF XP is designed to create PDF Files. Principally this should work so:
– With a Windows Printer a Postscript File will be written
– This Postscript File will be converted to PDF by GhostScript
Requirements
FreePDF XP needs this:
– Windows 2000, XP or Server 2003
– The Windows Driver Library „Driver.cab“ (should be already there)
– GhostScript (must be installed before FreePDF XP)
– Redmon (will be installed by FreePDF XP)
