....chances are that at least the XIX may still have been garrisoned at Dangstetten (Küssaburg,D) those days.
(As a lead medaillon found there suggests)
The notes over at livius.og suggest that LLEG XVII and XVIII were assigned to the camps on the Lower Rhine and/or the Lippe.
So there is a certain likelyhood that both legions may have been temporarily stationed at Haltern that early.
