Natural Disasters and Roman Emergency Management?

I'll start this Natural Disasters and Roman Emergency Management thread with a news release about Mount Vesuvius, near Naples, Campania, Italy.

My first university degree is in earth sciences, I witnessed Mount Saint Helens' largest eruption in 1980, and my real life work is in emergency management. With the nexus of my Roman history interest, I take particular interest in Mount Vesuvius' history. I am greatly concerned about lives & safety of the millions of people who live and work within Mount Vesusius' range/reach.
